Proposed Cebu City Ordinance Seeks Safety Standards for Upland Tourism

Status: Proposed

Cebu City is considering a proposed ordinance that would introduce safety standards for upland tourism, including mountain trails, waterfalls, and rivers. The proposal was filed following the death of a hiker at Budlaan Falls in July 2025.

If approved, the ordinance would require participant registration, standardized safety briefings, hazard signage, early warning systems, and improved emergency coordination. It also promotes the use of trained local guides and includes penalties for violations.

During the public hearing, stakeholders also recommended regulating off-road activities, conducting carrying capacity studies before opening new trails, strengthening wilderness rescue capabilities, and expanding the ordinance to cover activities such as rock climbing, caving, bikepacking, and orienteering.

The proposed ordinance is still under review and has not yet been enacted.
